13(ish) minute song, very depressing, spoken with a deep voice, violin in end part... ends sort of happy?

I'm looking for a song I heard a while back it was incredibly long and
super depressing. The guy who was singing it (or more SPEAKING) it had
a very deep monotone-y voice... there were referrences to children
dying and he talks about opening his wallet to find it filled with
blood...
The last chunk of the song has a violin playing and even still it
sounds very ... melancholy... to say the least. However, the song does
seem to end on a slightly happier note.
